River Whitewater Condition

The Environment Agency classifies the ecological status of every significant water body in England under the Water Framework Directive, using its Catchment Data Explorer. The Whitewater is registered there as a single water body (ID GB106039017240) running 19.6 km through a catchment of nearly 110 km², from its source to where it joins the Blackwater, and its overall ecological status has been rated Poor across the last two classification cycles (2019 and 2022).

Whilst the overall classification is Poor, it is worth looking at the component parts as this reveals a more mixed picture of the river. In terms of strengths the following aspects of the river are rated as ‘High’:

  • Invertebrates, the group riverfly monitoring focuses on
  • Ammonia content,
  • Temperature and pH.

Those that have stayed at Moderate are:

  • Physico-chemical (due to issues with dissolved oxygen content attributed specifically to continuous sewage discharge.) The chemical status assessment flagged failures for two “forever chemical” groups, PFOS and PBDEs (both legacy, catchment-wide contaminants found in almost all English rivers rather than being specific to the Whitewater), while nearly all directly-monitored substances, including mercury and several banned pesticides, came back Good.

Areas that have improved from Poor to Moderate over the last few cycles are:

  • Macrophytes (aquatic plants)
  • Phytobenthos (algae)

However, the main element that continues to be rated as Poor (and therefore sets the final rating level for the river) is:

  • Fish – multiple pressures and issues

Issues with Fish and The Whitewater

The Environment Agency’s own “reasons for not achieving good status” register attributes the fish failure to a cluster of pressures rather than one single cause:

  • intermittent and continuous sewage discharges from the water industry,
  • physical barriers and impoundments blocking fish movement,
  • poor nutrient management from agriculture and rural land, and
  • most notably the invasive North American signal crayfish, which preys on native invertebrates and fish eggs and destabilises riverbanks by burrowing.

Sewage Plant Impacts and Future Developments

Phosphate monitoring illustrates how much a single averaged rating can obscure the underlying conditions on different parts of the river. Independent analysis of the Environment Agency’s site-level data shows the Whitewater rated as achieving Good status for phosphate overall, but the river is at High status upstream at Dipley and only Moderate status downstream at Devil’s Highway, just above the Blackwater confluence. In between lie three sewage treatment works, at Hartley Wintney, Fleet, and Hound Green, and while the larger works at Hartley Wintney and Fleet strip phosphate from their discharge, the smaller Hound Green works is thought too small to do so. There are also numerous minor discharges upstream of Dipley.

The pattern is a familiar one on chalk streams nationally: water quality holds up well near the source, then degrades in stages as it picks up nutrient inputs on its way downstream.

Additional housing proposed for the surrounding areas means that the issues related to sewage discharges are only likely to deteriorate and cause further impact to the river.

Outlook for The Whitewater and EA Expectations

The Agency’s own target is realistic rather than optimistic: it expects the Whitewater to reach Good ecological status only by 2027, and even that objective is flagged “low confidence,” citing disproportionate cost as the main barrier to faster action.
