Protect the Whitewater: Greywell Abstraction, an Appeal, and a Region Under Pressure
Tucked away in North-East Hampshire, the River Whitewater rises from springs near Bidden Grange Farm, between Upton Grey and Greywell, before winding roughly nine miles through Odiham, North Warnborough, Hook and Hartley Wintney to meet the River Blackwater near Swallowfield. This natural stream is one of the rarest habitats on the planet, and its future has become the centre of a dispute over water supply.
Why This River Matters
The Whitewater is a chalk stream, part of a global network of around 265 such rivers, almost all of them in southern England. Fed by groundwater filtering slowly through chalk aquifers, chalk streams run clear, cool and remarkably stable – with the potential to support brown trout, water voles, mayflies and other wildlife that struggles to survive anywhere else.
The upper Whitewater, around Greywell, is especially important. It flows past Greywell Fen – one of the largest remaining alkaline fens in southern England, internationally recognised and listed under Annex I of the EU Habitats Directive as well as being a Site of Special Scientific Interest. It’s this stretch of river and fen that now sits at the heart of a live appeal to the Secretary of State.
Greywell abstraction, an Appeal, and a Region under pressure
South-East Water operates Greywell Pumping Station, drawing from the groundwater body that feeds the Whitewater and Greywell Fen.
The Environment Agency has refused South-East Water’s application to extend its abstraction licence (reference NPS/WR/043914).
South-East Water lodged a formal appeal with the Planning Inspectorate on 11 June 2026.
The Whitewater Valley Conservation Society has submitted representations asking the Secretary of State to dismiss the appeal.
